Interim Procurement Manager (IT/Telecom services)

The organization

Our International client is currently searching for an Interim - Procurement Manager for support in their technical tender and procurement procedures. The position is based out of The Hague, the Netherlands.

The position

The Procurement Manager is responsible to gather requirements from technical teams and translate those technical requirements into procurement specifications. He/she provides guidance and support to project managers and ensures compliance with company’s regulations and procedures. Liaising with procurement managers and officers, Finance and Legal department. Is able to deliver final “Technical Conditions” and “Functional requirements” to ensure successful tender processes from a technical perspective. Responsible to provide reporting and work group coordination of procurement matters within Directorate Service Operations Managers.

Candidate profile

Required Knowledge:

• Knowledge of (procurement) procedures of public sector organization.
• Contract management
• Telecoms, Networks & Infrastructure.
• Installation, projects and life cycle management.

Required Experience:

• Proven experience in large and complex IT procurement procedures
• Drafting specific conditions and technical conditions as part of a tender procedure
• The ability to communicate/translate complex technical requirements into simple procurement support documents.
• Awareness of and experience in project management methodologies.
• Telecoms, networks & Infrastructure technical project experience.
• Installation, projects and lifecycle management experience.
• Fluency in English and being active in a multi-cultural environment is required.
• Attention to detail.
• Consistently meeting deadlines with high quality documentation.
• Coordination of multiple procedures simultaneously.
• Working and communicating with stakeholders and at all levels of the organization.
• Friendly, outgoing and polite.

Terms & conditions

• Start date 17 January 2019
• Minimum of one year, possibly two years
