Manager HSE Chemicals

The organisation

Our client is the market leader in the field of 'Specialty Chemicals' with over 14.000 employees in 33 countries. They serve blue-chip clients including the large beverage makers and fragrance houses, as well as flooring and adhesive producers. Their Rotterdam Botlek site employs 150 people. Here they make fragrances and flavorings based on benzoic acid. In addition this, there are utilities for heating and combustion units, cooling units, energy supplies, gas facilities and wastewater treatment plants. The plant has BRZO status. For them we are searching for a Manager Health, Safety and Environment.

The position

As Manager HSE your objective is to ensure a sustainable and safe work environment; to ensure compliance to laws and regulations and corporate standards; to continuously improve HSE management systems. You ensure our license to operate is sustained.
In this role you report to the site manager and you are:

• Responsible for the HSE department consisting of 3 HSE officers
• Member of the site Management Team
• Chairman for SA (Safety Assessment Hazop) and AC (Acceptance) committee) as well as (cyclical) HAZOPs.
• Member of the global HSE management team.
• Member of Food and Feed Safety team.

Tasks & responsibilities

• Ensure compliance with external legal and regulatory requirements (eg. BRZO, ATEX, REACH, Milieuvergunningen (Licence to operate), RI&E, FAMI-QS, Chemical Weapons Treaty, etc.) and internal EKC corporate guidelines & standards.
• Ensure compliance with applicable ISO certificates like ISO9001, ISO14001 and ISO45001
• Manage and continuously improve the HSE management systems by validation through internal/ external audits, performance reviews and MT reviews.
• Act as the management representative for quality, (food) safety and environmental management systems (in line with ISO 9001, ISO14001, ISO45001, FSSC22000 and FamiQS)
• Focal point for (local) governmental institutions in relation to safety, environment and humanity, including compliance with Seveso-guidelines (BRZO), EU-guidelines, continuously changing legal and environmental permit regulations.
• Focal point for external institutions in relation to ISO certification, food and animal feed compliance.
• Responsible for ensuring high quality results during external audits, including ISO-, BRZO- and customer audits.
• Manage HSE team, conducts performance reviews, coaches team members and drives for high performance.
• Manage the AC meetings, pro-actively informing “owners” on acceptances, maintaining the AC database and AC archive.
• Ensure up-to-date site security policy and policies are in place and known to all involved.
• Responsible for creation, maintenance and follow-up of internal guidelines and procedures including auditing and follow-up of audit comments.
• Manage the HSE budget.
• Rotational member of management on-call team (“directiewacht”)

Candidate profile

• Bachelor Degree, preference in Environmental and HVK diploma
• Minimum of 10 years of experience in the (petro-)chemical industry
• At least 5 years of managerial experience in a similar role
• In-depth knowledge of chemical processes and technical specifications (BRZO / SEVESO, HAZOP, REACH, ISO14001, ISO45001, ISO9001)
• In-depth knowledge of ISO standards and external legal and regulatory requirements
• Proven experience with governmental institutions
• Ability to communicate at all levels
• Ability to present issues and solutions crisp and clear
• Ability to motivate employees to comply with HSE standards
• Fluent English and Dutch language
