The company

Our client is developing an LSAW pipe mill in the United Arab Emirates. He is one of the largest industrial investment and holding companies in the UAE, owned by Abu Dhabi Government, managing industrial assets for the Government and employing thousands of people across the group. 

The position

The Project Manager (PM) will be responsible for executing the project with the contracted EPC. The PM shall lead and manage the team consists of construction manager, project accountant and PMC (Project Management Company) for successful project execution within the contracted budget and schedule. The PM shall focus to minimize capital cost and schedule, where possible, during the execution.  The PM shall execute the project in close coordination with Head of Technology. Both the PM and the Head of Technology shall report to the Steering Team and Company Board.  The PM shall manage supervision of the plant erection and management of project delivery up to mechanical completion.

Job Specifics

Administer the EPC contract with the help of the PMC. Manage the EPC cost and schedule with the help of project account and the PMC. Manage the PMC, with respect to deliverables and contain costs within the approved budget. Liaise with the Head of Technology on all plant related matters during detail engineering and execution. Establish best in class Health, Safety and Environmental practices during all stages of the project, ensure adherence and reporting. Establish a quality plan, ensure adherence and reporting. Establish and run change management procedures with the support of the PMC. Manage the PMC and contractors in a professional manner and communicate effectively. Address any concerns and issues which may arise, and act in the best interests of the company. Liaise with Project Steering Team on all key matters to ensure stakeholder alignments. Ensure accurate and quality reporting to the Project Steering Team, and the Board. Lead and motivate the team, and optimize use of resources. Manage the construction with the support of the Construction Manager and the PMC. Collaborate with government entities, utility providers, permit issuing bodies, and other stakeholders to ensure delivery of the project is in compliance with Abu Dhabi's standards and rules & regulations. Ensure the EPC is obtaining all necessary permits or NOCs, as required, from relevant Government Authorities or Agencies. Manage timely inspection of the equipment with the support of Head of Technology. Perform additional assignments as per Steering Team’s directions. Deploy best in class project management approach to execute the project.  Support the Owners' team in updating feasibility study, securing project finance and for internal reporting.

Minimum Qualifications

• Four year engineering degree (Civil engineering or related discipline) 
• Technical post graduate degree is considered as a plus.
• Business post graduate degree is considered as a plus.

Experience

15 years of leadership experience in executing industrial projects of the size of US $100-300 million in the GCC or the UAE. Direct experience in at least one metals related project (steel, aluminum, etc.) is a plus. Thorough knowledge in executing industrial projects, especially good understanding of the dynamics of Process Equipment vs. Civil and Construction works interdependencies and associated risks in an LSTK EPC environment. Good network/contacts in the GCC project execution market. Prior experience in managing large teams directly or indirectly. Job-Specific Skills: Strong leadership quality, problem solving capability on both technical, commercial and human resources related issues. The ability to manage multicultural and multidiscipline teams.
